Fernando Ortiz is the Director of Technical Services and Grants at NADBank, where he leads the development, evaluation, and implementation of environmental infrastructure projects along the U.S.-Mexico border. He oversees key grant programs—PDAP and BEIF (funded by the U.S. EPA) and CAP (funded by NADBank)—and manages a team of technical experts delivering sustainable solutions in water, waste, and other critical sectors.

With over 30 years of experience in environmental engineering, urban infrastructure planning, and sustainable finance, Mr. Ortiz has collaborated with national and local governments, multilateral institutions, and engineering firms across Latin America and the U.S. He has served as a consultant on sustainable infrastructure planning for urban areas and has held leadership roles in the planning and supervision of water and wastewater systems, water treatment, and waste management. At NADBank, he previously led the Environment & Knowledge Management Unit, where he was responsible for environmental and social risk management, project performance evaluation, and aligning the Bank with international sustainability standards. His work included participating in the development of NADBank’s Sustainable Bond Framework, the Green Loan Program, and climate reporting to the OECD.

Mr. Ortiz holds a bachelor’s degree in civil engineering from ITESM and a master’s degree in environmental engineering from the University of Texas at Austin. He has completed postgraduate studies in business administration, sustainable finance, and sustainability leadership. He is a certified Project Management Professional (PMP) and Risk Management Professional (PMI-RMP).
