Community Assistance Program:
Addressing basic needs in your community

The Community Assistance Program (CAP) provides an opportunity to fund essential environmental infrastructure projects for economically distressed communities in the U.S.-Mexico border region.
Through this program, we offer grants for up to US$750,000 to support projects that improve water and solid waste services. Additionally, in cases of emergency, we can provide up to $250,000 for urgent repairs to critical infrastructure.
Project Eligibility
Your project must be located within 100 kilometers north or 300 kilometers south of the U.S.-Mexico border and address an infrastructure need in one of the following categories.
Drinking water
Projects that support access to sustainable and safe drinking water, including supply, treatment, storage, distribution, metering, conservation and point-of-use technologies
Wastewater
Projects that help eliminate exposure to untreated wastewater discharges, including service connections/on-site systems, collection, conveyance, treatment and reuse
Stormwater
Projects that support adequate stormwater management, such as piped systems or canals, retention basins, erosion control and green infrastructure
Solid waste
Projects that promote proper waste management and disposal, including collection containers and equipment, transfer stations, landfills, dumpsite closure and infrastructure for waste stream reduction, such as organic composting or recycling.

CAP Funding Application
CAP Emergency Funding Application
Applications are received throughout the year and are evaluated periodically to determine their placement within the prioritized project ranking. At least once a year and based on available resources, NADBank will select a group of applications in ranked order for further consideration in the certification and financing approval process.
Emergency CAP applications are evaluated upon receipt. A project manager will contact the applicant, typically within 1-2 business days, to discuss the emergency situation and funding need.

How are Projects Evaluated and Selected?
Eligible CAP applications are evaluated using a prioritization methodology based on the environmental or health objective, project readiness and degree of financial need. Additional details regarding the methodology are provided in the CAP Program Guidelines.
