Renata Manning-Gbogbo
Capacity and Technical Assistance

Renata Manning-Gbogbo heads the Capacity and Technical Assistance Unit at the NADBank, where she leads efforts to maximize the impact of technical assistance and capacity-building programs, strengthen the Bank’s results measurement system and apply insights from project and program outcomes. These efforts help enhance institutional policies and practices, innovate NADBank programs and products and increase the long-term sustainability of infrastructure investments for border communities.
She previously served over 15 years as Director of the NADBank Technical Services and Grants Department, overseeing the technical and environmental review of infrastructure projects across all eligible environmental sectors and managing the administration of major grant programs, including the U.S.-Mexico Border Program, Project Development Assistance Program (PDAP) and the Border Environment Infrastructure Fund (BEIF), all three funded by the U.S. Environmental Protection Agency (EPA), as well as the NADBank Community Assistance Program (CAP).
During her career at NADBank, Renata has led or contributed to numerous programmatic initiatives, including promoting new uses of grants under EPA-funded programs and securing approval for NADBank financial products, such as an emergency funding mechanism and the Water Investment Program (WIP), which streamlines the project approval process for water-related infrastructure while upholding technical and financial rigor.
Renata joined NADBank in 2002 after a decade of public service in Doña Ana County, NM, and holds a BBA in International Business from New Mexico State University.
