U.S.-Mexico Environmental Program: Border 2025

Border 2025 is a collaborative effort of the United States and Mexico to improve the environment along their 1,950-mile border and protect the health of the nearly 15 million people living in the region. To support EPA and SEMARNAT in achieving their objectives, NADBank provides services to facilitate stakeholder meetings, as well as to identify, contract and manage projects.

The Border 2025 Program is the latest environmental program implemented under the 1983 La Paz Agreement. Building on the previous Border 2012 and Border 2020 environmental programs, it takes a regional, bottom-up approach to decision-making, priority setting and project implementation to address environmental and public health issues in the border region. As under the previous two border programs, Border 2025 encourages meaningful participation from communities and local stakeholders.

Border 2025 focuses on regional areas where environmental improvements are needed the most: establishing thematic goals, supporting the implementation of projects, considering new fundamental strategies, and encouraging the achievement of more ambitious environmental and public health goals.

With grants from EPA, the program finances projects aimed at achieving one of the following goals:

Improve joint preparedness for and response to hazardous environmental emergencies

As a result of the request for proposals selection process launched at the start of the Border 2025 program, 17 initiatives have been selected and approved to receive US$1,072,163 in grant funding, representing approximately 74% of the total cost. The project sponsors will cover the remaining 26% of the costs with their own funds or funds they have raised from other institutions. As of December 31, 2024, ten projects had been completed.

As a result of the request for proposals selection process completed in September 2021, eleven initiatives were selected and approved to receive US$731,206 in grant funding, covering approximately 54% of the total cost. The project sponsors will cover the remaining 46% of the costs with their own funds or funds they have raised from other institutions. As of December 31, 2024, eight projects had been completed.
