Our training and capacity-building programs support communities, organizations and local leaders in addressing the complex demands of managing public infrastructure and services. By investing in people alongside capital projects, we help ensure infrastructure systems are effectively operated and maintained to promote long-term environmental and community well-being.

The UMI is a NADBank initiative designed to strengthen the management and leadership capabilities  within public institutions along the U.S.-Mexico border.

Through cutting-edge training programs and seminars, participants acquire in-depth knowledge in the management of public services, along with best practices and innovative tools to boost the efficiency and impact of their organization.

With more than 25 years of experience, UMI has trained more than 3,000 public service professionals through in-person programs and, more recently, virtual seminars.

UMI 1

Public Management Leadership Program

This program delivers an intensive 50-hour course on core management skills tailored specifically for public service providers and guided by expert instruction curated by NADBank. In a live, online (synchronous) format with simultaneous interpretation in English and Spanish, participants engage with experienced instructors, share insights with peers facing similar challenges and leave with solutions they can immediately put into practice.

Skills for Sustainability (S4S) 

 Supported through a partnership with The Trust for the Americas, this binational workforce program focuses on training individuals in the U.S.-Mexico border region for technical jobs in water and energy utilities. The S4S course was successfully offered in El Paso, Texas and Ciudad Juarez, Chihuahua in 2023 and 2024, with more than 90% of graduates securing jobs in the water industry or continuing their formal education. The program is in process of being expanded to the Lower Rio Grande Valley in 2026.

Special
Focus Seminars 

 From time to time, UMI presents webinars on topics of special interest aimed at strengthening public services and community resilience. Recent seminars have focused on water management, energy efficiency and sanitary landfill management. These seminars may be presented in a virtual and/or in-person format and may be designed for a specific region or open to the general public with simultaneous interpretation in English and Spanish. The duration of the seminars varies

Participation

UMI programs and seminars are designed for public officials, mid-level and higher, involved in providing any type of public service—including drinking water and wastewater services, waste collection and disposal, power generation and supply, stormwater management, public transportation and roadway maintenance, among others. Professionals from any public institution or sector, as well as independent consultants, are invited to participate, learn and interact with fellow service providers.

While the main focus of UMI is the U.S.-Mexico border region, thanks to the online format, anyone anywhere can register to participate in the programs and seminars.

Participation in UMI programs and seminars is free of charge.
