Background
Cameron County experiences recurring flood events due to flat topography, low-infiltration soils and the ongoing urbanization of agricultural land. The existing stormwater drainage system consists primarily of man-made ditches and channels built in the early 1900s to support agricultural irrigation and drainage. As a result, the system is not designed to handle current drainage needs deriving from land development or extreme rainfall events, leading to shallow but widespread ponding during moderate to severe storms.
Flooding issues are further compounded by the District’s reliance on gravity discharge through outfalls along the levee system operated by the International Boundary and Water Commission (IBWC). During major storm events IBWC must close its levee gates as part of its flood-control operations to prevent flood waters from flowing back into upstream drainage systems and adjacent communities. These closures temporarily restrict gravity drainage from local infrastructure, exacerbating the impacts of flooding.
Formally established in November 2021 through a public vote in response to recurring flooding events, the District has developed a long-term master plan that identifies a set of 16 projects estimated to cost more than US$60 million to improve and expand stormwater drainage and flood-control systems. The plan represents a critical step toward developing a more reliable stormwater management system for northwest Cameron County.
Project Scope
The current project consists of the implementation of a set of coordinated stormwater drainage and flood-control investments identified as projects 1-4 and 8 in the District’s master plan, as well as the acquisition of land for the implementation of future projects under the plan. The main components include:

Projects 1-4 – IBWC outfall and pump station improvements. Construction of four drainage outfall structures at different sites along the IBWC North Floodway levee to replace existing undersized drainage crossings. Each outfall will consist of dual 10-ft by 10-ft reinforced concrete box culverts and the installation of two 100-cubic-foot-per-second (cfs) pumps. The four sites will provide a combined pumping capacity of 800 cfs, enabling controlled discharge of stormwater during IBWC closed-gate conditions when gravity drainage is not possible.

Internal drainage conveyance improvements (project 8). Widening and improving an existing drainage channel to increase system conveyance capacity.

Strategic land acquisition for the future implementation of projects 9, 10, 11 and 16. Acquisition of approximately 118 acres of land to secure the corridors and sites needed to carry out future drainage improvements defined in the District’s master plan.
