Background
The existing wastewater collection system is aged and deteriorated, with some sections of infrastructure installed in 1908. The collection system network grew in a disorderly manner with a lack of planning for future growth; therefore, the sewer system was not designed to handle the population increases experienced in the last decades. The deteriorated infrastructure experienced problems associated with year round sewer overflows in the streets, in front yards and in homes, in addition to the foul odor emanating from the overworked and inefficient lift stations throughout the city. Thousands of complaints were logged every year by the Public Utility Department, overburdening the City with high costs to simply maintain a system that was environmentally unsustainable and a clear threat to public health.
Description
The purpose of this project is to eliminate exposure to untreated or inadequately treated wastewater discharges through the construction of wastewater collection infrastructure, contributing to the reduction of water pollution and the risk of water-borne- diseases.
Benefits
The project consists of improving the existing wastewater collection system in the North, Central and South regions of the City of Pharr, Texas. The project included the construction of new sanitary sewers and lift stations, and decommissioning of some existing lift stations.
