Senior Accounting Analyst

This role plays a key role in supporting the integrity, accuracy and continuity of the Banks accounting function. This position is responsible for grant accounting, reimbursement, and reporting requirements related to third‑party funding sources, while also providing cross‑functional accounting support in complex areas such as loans, investments, and financial reporting. This role contributes to accurate financial statements, audit readiness and the overall effectiveness and continuity of the accounting function.
Key Responsibilities Include:
Grant Accounting and Reporting:
- Ensures grants and third‑party funded programs, including reimbursement requests for monthly operating expenses charged to Environmental Protection Agency (EPA) programs and other external grant providers, are accounted for accurately and in compliance with applicable reimbursement requirements.
- Delivers monthly financial and analytical reports by grant and program for Grants and Technical Assistance departments, as well as third‑party fund providers to support internal decision-making and external funder obligations.
- Prepares and delivers annual Federal Financial Reports (FFRs) to EPA for each grant.
- Serves as a secondary accounting contact for third‑party fund providers (including EPA) for grant reviews, audits, and reporting requirements.
- Prepares monthly payroll allocations and reconciliations to calculate grant‑funded personnel costs for reimbursement purposes.
- Ensures grant-funded payroll costs and indirect cost (IDC) are calculated in accordance to the approved IDC rate.
- Contributes to the accurate preparation of the Bank’s financial statements as they relate to grants, grant revenue, and operational expenses.
Enterprise Accounting Support:
- Strengthens cross‑functional accounting support and coverage in complex areas including loans, investments, and financial reporting.
- Supports the Accounting Manager in accounting for and reconciling loan transactions (including principal, interest accruals, payments, and related swap activity) from subsidiary systems to the general ledger on a monthly basis.
- Supports the Accounting Manager in accounting for and reconciling investment transactions from the investment subsystem to the general ledger monthly, including preparation of month‑end investment reports.
- Serves as back-up to the payroll operations ensuring timely, accurate and uninterrupted payroll processing.
- Contributes to the monthly, quarterly, and annual preparation of financial statements and related schedules for management and the Board in accordance with U.S. GAAP.
- Performs general ledger account analysis for loans, investments, swaps used as hedging instruments, and related balance sheet and income statement accounts.
- Participates in special projects, audits, and other time‑bound enterprise initiatives, as assigned.
Role Essentials:
- Bachelor’s degree in accounting required
- CPA license or CPA‑eligible status preferred
- Minimum of five (5) years of progressive accounting experience, including exposure to grants, financial reporting, or complex accounting areas
- Strong written and verbal communication skills with the ability to collaborate effectively across departments
- Professional proficiency in written and spoken English
- Spanish proficiency preferred
- Experience with NetSuite or similar ERP system preferred
Key Success Factors:
- Working knowledge of the Bank’s policies, procedures, and internal control environment
- Knowledge of accounting and finance principles, including U.S. GAAP
