Background
The State of Sonora faces structural challenges related to drinking water, wastewater treatment, air quality, and the provision of essential public infrastructure, driven by prolonged droughts, deteriorated infrastructure, and accumulated urban gaps. These conditions have limited reliable access to basic services, affected public health, and reduced community resilience. In this context, the State Government is promoting a Comprehensive Investment Program aimed at modernizing water, transportation, urban, and environmental infrastructure, prioritizing solutions that generate measurable environmental benefits. To implement this program, the State is relying on public debt mechanisms aligned with its Sustainable Public Financing and Investment Framework, which enable the mobilization of long-term resources under eligibility, transparency, and governance criteria, with the objective of strengthening economic development, and quality of life.
Scope
The Project entails the implementation of a flexible portfolio of environmental and urban infrastructure works across various localities in the State of Sonora, prioritized in accordance with the Sustainable Public Financing and Investment Framework. Interventions focus on strengthening drinking water, sewerage, and wastewater treatment services; improving air quality through paving and roadway rehabilitation; developing and restoring public spaces and urban facilities; modernizing public buildings under energy-efficiency criteria; and strengthening integrated solid waste management. The works will be executed by the relevant state agencies and will be subject to evaluation, selection, and monitoring processes by a Technical Committee, ensuring alignment with environmental, social, and governance criteria, as well as their contribution to urban resilience and population well-being.
Benefits
The Project will generate significant environmental benefits by improving the management and availability of drinking water, strengthening sewerage and wastewater treatment systems, and reducing contamination risks to water bodies and soils. It will also contribute to improved air quality through paving and roadway rehabilitation, reducing dust emissions and pollutants associated with deteriorated roads. Investments in public spaces, environmental infrastructure, and efficient buildings will promote the rational use of water and energy, enhance stormwater infiltration and urban reforestation, while strengthen solid waste management will reduce sources of contamination and public health risks.
